CE Marking
CE Marking of electrical products is mandatory in Europe and a product bearing the mark can freely move around the countries that make up one of the largest trading blocks in the world.
This document outlines the regulatory requirements for placing products on the European market and highlights the options open to a manufacturer to support CE Marking.
EUROPEAN REGULATIONS
European regulations in the form of Directives establish a regulatory framework for each product sector.
The New Approach Directives are a set of harmonised European regulations requiring the CE Marking of products in circulation throughout Europe.
The Directives relevant to the electrotechnical sector are:
- Low Voltage Directive (LVD) 2014/35/EU
- Machinery Directive(MD) 2006/42/EC
- EMC Directive 2014/30/EU
- General Product Safety Directive (GPSD) 2001/95/EC
- Low Voltage Directive (LVD) 2014/35/EU
- Machinery Directive(MD) 2006/42/EC
- EMC Directive 2014/30/EU
- General Product Safety Directive (GPSD) 2001/95/EC
The General Product Safety Directive places a general requirement on the manufacturer and distributor of a product to ensure that it is safe, and remains safe.
CE Marking regulations
The European CE Marking regulations require manufacturers to make a declaration of Conformity that their products comply with the essential
requirements of all European Directives relevant to their products. The regulations further require the CE Marking of all products placed on the
European market for which a manufacturer’s Declaration has been made.
CE Marking is not a product safety mark, a product certification mark or an approval mark.
COMPLIANCE WITH EUROPEAN STANDARDS
European standards can be used by a manufacturer as a basis for demonstrating
compliance with the essential requirements of the relevant European Directives
and are generally harmonised with IEC international standards.
What is required for CE Marking?
The manufacturer needs to make a Declaration of Conformity. This should include:
- The manufacturing company name and address
- The name and address of the agent in Europe
- The name, the description of the product including any identifying numbers
- A list of the specific directives with which the product complies
The manufacturer needs to apply CE Marking to:
- The product
- Any packaging
- The manual or user instructions
- The mark itself must be at least 5mm in height and width.
The manufacturer needs to compile a technical file to support the declaration that includes:
- Design drawings of the product including specification and circuit diagrams
- A description of the product and its purpose
- A list of the materials used to create the product
- Details of any testing that has been completed, by whom and against what standards
A copy of the technical file MUST be made available in the EU either by the manufacturer or their agent to enable the European enforcement bodies to gain access to it as necessary.
